Club Constitution & Rules

1. Club Name and Status 

The Club shall be known as Eastern Blues or Eastern Blues Official Chelsea Supporters Club

Eastern Blues is an officially recognised Supporters Club affiliated with Chelsea Football Club and shall operate in accordance with Chelsea Football Club's Official Supporters Club policies and regulations. 

2. Purpose and Objectives 

The objectives of Eastern Blues are: 

  1. To provide opportunities for Chelsea supporters throughout Norfolk & Suffolk to meet, socialise and support the team together. 

  1. To organise match travel, social events and community activities for members. 

  1. To promote active participation in the Club and strengthen relationships between members. 

  1. To support charitable causes and community initiatives approved by the membership. 

  1. To maintain a safe, welcoming and inclusive environment for all members. 

3. Membership 

3.1 Membership Period 

The membership year shall run from 1st July to 30th June. 

3.2 Membership Eligibility 

Membership is open to all supporters of Chelsea Football Club who are based in Norfolk or Suffolk. Members must agree to abide by this Constitution, the Club Rules and any policies adopted by the Club. 

3.3 Membership Types 

The Club shall offer the following categories of membership: 

Social Membership 

Social Membership provides access to: 

  • Club events and activities 

  • Book club travel 

  • Charity and fundraising events 

  • Member communications 

  • The opportunity to work towards EB+ status 

EB+ Membership 

EB+ Membership is available to members who meet the qualification criteria determined by the Club. 

In addition to the benefits associated with Social Membership, EB+ Membership provides the opportunity to submit ticket requests during the Supporters Club ticket application window, subject to Chelsea Football Club regulations and ticket availability. 

3.4 EB+ Membership Qualification 

Unless otherwise determined by the Committee: 

  • EB+ Membership is available to existing members who have attended a minimum of 25% of qualifying Club events (currently three out of twelve) during the previous season on a rolling basis.

  • Qualification applies to the following membership year. 

  • New members may join as Social Members and attend qualifying events to work towards EB+ Membership for the following season. 

  • Qualifying events shall be published by the Committee. 

3.5 Junior Membership 

Members under the age of 18 may join the Club. 

Children under the age of 16 must be accompanied and appropriately supervised by a parent, guardian or responsible adult at Club events. 

Junior members will inherit eligibility for EB+ Membership from a qualifying parent or guardian. 

4. Member Conduct and Club Rules 

By becoming a member of the Eastern Blues Official Chelsea Supporters Club ("Eastern Blues"), you agree to adhere to the Club Rules outlined below. 

4.1 General Conduct 

4.1.1 Eastern Blues has a zero-tolerance policy on bullying, drugs, racism and violence. All members are expected to treat everyone with respect, courtesy and equality and uphold the values of the Club they represent. 

4.1.2 Members are required to make payment for Club travel and other associated fees within 72 hours of payment being requested. Failure to make payment may result in the suspension of Club benefits for a minimum period of three months. Repeated failures to make payment may result in termination of membership without reimbursement.  

4.1.3 Children under the age of 16 must be accompanied and supervised by a parent or guardian. A guardian is defined as a responsible adult known to the child.  

4.1.4 Any member found to be violating the Club Rules may be removed from the Club without reimbursement. The decision of the Eastern Blues Committee shall be final. 

4.1.5 Appeals may be submitted to the Committee in writing via email. Any appeal must be received within 14 days of the member receiving notice of the termination of their membership. 

4.1.6 Club Rules may be amended where such changes benefit members and maintain or enhance the integrity of the Club. Members may propose rule changes, but the Committee shall have the final decision. 

4.2 Match Attendance and Club Travel 

4.2.1 All members must comply with the matchday and stadium rules established by Chelsea Football Club and, where applicable, the host club for away fixtures. 

4.2.2 If the behaviour of any member attending a match using a ticket obtained through Eastern Blues is deemed to bring the Club into disrepute, or places the Club at risk of sanction by Chelsea Football Club, disciplinary action may be taken, including termination of membership without reimbursement. 

4.2.3 Match tickets obtained through Eastern Blues are strictly for the member's own use and for the specific seat allocated. Tickets are not transferable to another person. Breach of this rule may result in termination of membership without reimbursement. 

4.2.4 Members unable to attend a match for which they have obtained a ticket through Eastern Blues must notify the Club at least 10 working days before the fixture. This allows the Club to return the ticket to Chelsea Football Club or reassign it to another member. Eastern Blues will endeavour to obtain a refund for the original purchaser, although this cannot be guaranteed. 

4.2.5 Where there is a high volume of ticket reassignment requests from an individual member, the Club may levy a £5 administrative charge, which shall be added to the Club's charity fundraising total. In exceptional circumstances, ticketing or membership benefits may be withdrawn. 

4.2.6 In the event of a match cancellation, Eastern Blues will endeavour to obtain refunds for tickets, travel and accommodation costs where possible but cannot guarantee a full refund. 

4.2.7 Members using Club transport must comply with all legal requirements relating to organised travel to football matches and must follow any instructions given by the designated person in charge. 

4.2.8 Eastern Blues shall not be held responsible for delays arising from traffic, roadworks, vehicle breakdowns, weather conditions or other unforeseen circumstances. 

4.2.9 Smoking and vaping are prohibited on Club transport. Members are expected to keep all transport clean and tidy and dispose of rubbish responsibly. 

4.2.10 Eastern Blues reserves the right to refuse transport to any member whose behaviour is considered likely to endanger the safety or wellbeing of other members, officials or transport providers. 

5. Management and Governance 

5.1 Committee Composition 

The Club shall be administered by a Committee consisting of a minimum of four individuals. 

The Committee shall include: 

  • Chairperson 

  • Secretary 

  • Additional Committee Members as required 

5.2 Committee Appointments 

Permanent Committee Members of Eastern Blues are: 

  • Adam Robinson – Chairman 

  • Kevin Dedman – Club Secretary 

Additional Committee Members are: 

  • Pete Ablitt 

  • Thomas Wheatley 

  • Tony Gibson 

Should additional Committee Members be required, the opportunity shall be open to all current members. Where appropriate, elections shall normally take place at the Annual General Meeting. 

6. Annual General Meeting (AGM) 

An Annual General Meeting (AGM) shall be held each year. 

The AGM shall: 

  • Receive reports from the Committee. 

  • Receive the Club's financial accounts. 

  • Consider proposals submitted by members. 

  • Vote on constitutional or rule amendments where appropriate. 

Notice of the AGM shall be provided to members in advance. 

A quorum for any General Meeting shall be 10 members or 10% of the membership entitled to vote, whichever is lower. 

7. Constitutional Amendments and Rule Changes 

This Constitution may only be amended at: 

  • An Annual General Meeting (AGM); or 

  • An Extraordinary General Meeting (EGM). 

Members aged 18 or over shall be entitled to vote at General Meetings.  

Constitutional amendments shall require approval by a simple majority of members present and entitled to vote. The Chairperson shall have a casting vote in the event of a tied vote. 

Club procedures, membership criteria and rules may be amended by the Committee where necessary to comply with Chelsea Football Club requirements, legal obligations or the needs of the Club. Any such changes shall be communicated to members. 

8. Ticket Access and Allocation 

8.1 General Principles 

Eastern Blues is first and foremost a supporters' club. 

Participation in Club activities, social events and the supporter community shall be the primary purpose of membership. 

Access to match tickets is an additional benefit of membership and is not guaranteed. 

Membership alone does not create any entitlement to receive match tickets. 

8.2 Chelsea FC Membership Requirements 

Any qualifying EB+ Member wishing to request match tickets through the Supporters Club ticket allocation process must hold a valid Chelsea Football Club membership (True Blue+, True Blue, CFC Blue or Junior Blue). 

Members are responsible for ensuring that their Chelsea FC membership number is correctly recorded within their Eastern Blues account.
